In the American Judicial System. Does the term 'Justices' apply to only judges on the Supreme Court or all....?

I think that it would depend on the context, "The American Judicial" might refer to the federal "third branch of government" (the supreme court) or could include lower courts all the way down to local state/county/city/courts.
